I have removed Norton with their tool, and Spyware Blaster, and I installed Malwarebytes. I realize that I took the easy and naive method, please forgive my haste. I was able to stop the issue by removing a reference to a javaw.exe start-up in the registry HKEY_CURRENT_USER\Software\Microsoft\CurrentVersion\Run ,while in Safe Mode. The computer was running normally at first, but would soon run hundreds of occurrences of svchost, conhost, netsh, etc.
